1 tsp of rose water
3 Tbsp sea salt or kosher salt
1 small bowl of spring water**
1 clean glass container
1 new compact mirror
1 storage bottle

Insure that you have privacy and will not be interrupted.
Make sure to sterilize glass bowl and container you gather the water in and the bottle you plan to store it in with boiling water.
Outside at midnight on a full moon, or if this is impossible, by a window in which the full moon shines. Set up your alter.

Take a few moments to meditate and breath deeply to clear your thoughts.
Cast the circle of Magick.
Assume the Goddess Position (arms up and out from body, palms up)

Say:

In the cloak of the midnight hour
I call upon the Ancient Power
I seek the presence of the Lady and Lord
To bless this water that I will pour.

You should feel the energy of Mother Earth and Father Sky moving around you, and your own expanding around your navel then uniting with Divinity. Add the rose water and hold it up toward the moonlight.
Say:

In my hands I hold the essence of the Gods.
I hereby cleanse and consecrate this water to the Gods that it may be used for positive acts and may aid me in my magickal work.

You can feel energy of the Goddess fill the water with the energy of her silvery light.

Return the water to your altar and raise the salt toward the Moon. Feel the Energy of the Goddess empower the salt.

Say:

In my hands I hold the essence of Mother Earth; She whose bounty sustains all living creatures. I hereby consecrate this salt to the Gods that it may be used for positive acts only and may aid me in my magickal work.

Return the salt to your altar, add a pinch of it to the water, stir it deosil (clockwise) 3 times. Repeat twice adding a pinch of salt and stirring.

Holding the bowl in your receptive (left) hand and the mirror in the (projective) right, reflect the light of the moon off the mirror to the water. Feel the power surge into the water.

Say:

This liquid is now pure and dedicated to the Lord and lady. It is free from all negativity in any time and any space.

Return water and salt to your altar. Hold both hands above the bowl (palms down). Infuse the water with your power, opening your third eye, see the purple light energy that emanates from it. Form a triangle with your hands and project this light into the water. See the water glow as the energy flows from your body into it. When the energy begins to subside,

Say:

As I will
So mote it be
With the free will of all
And harm to none
This formula is done!

Ground by touching the earth and feeling the energy drain into it. Close the circle. You now hold a sacred object take care of it. Transfer it from the bowl to your storage bottle and store it in a safe place.

** Bottled Spring Water is not always what you think. Many times the labels are misleading. The BEST way to insure you have spring water is to gather it yourself. Check your local area for natural springs, many have them if you check. If you can not find a natural spring locally, look for a running stream or other live body of water that is known for good fishing. Take a clean sterile jar and lid with you to fill from the spring or stream.

Note: The above is provided as an example. The most powerful Rituals you will ever perform are those that YOU write yourself. This is just a guideline so you can create your own.
